Look, it's the attention without the expectation of sleeping with him tacked on at the end that did it. Sure he was fine with sleeping with guys from time to time but there was still that romantic part of Steve that was looking for an actual romantic partner and not just a fling.

Even if Steve could, he wouldn't be able to bring himself to try. Billy had grown so much and part of that had been thanks to not being in this awful little town in middle America. No. Steve would sooner find his own change of scenery than ask Billy to pick up and return to a place that scarred him.
